feat: Smooth velocity controller (Issue #652)
Adds velocity_smoother_node.py with configurable accel/decel ramps,
e-stop bypass, and optional jerk limiting. VESC driver updated to
subscribe /cmd_vel_smoothed instead of /cmd_vel.
