WebSocket bridge — connect CAN monitor dashboard to live ROS2 topics #697

Add rosbridge_websocket to connect the CAN sensor monitor panel (PR #687) to live ROS2 topic data. The HTML/JS dashboard is built but currently has no live data feed. Use rosbridge_suite to expose /saltybot/imu, /saltybot/balance_state, /saltybot/barometer, /vesc/left/state, /vesc/right/state as WebSocket streams.
