Add a settings panel to the WebUI that allows runtime configuration of SaltyBot parameters via rosbridge. Features: PID tuning sliders (Kp, Ki, Kd for balance + steering), speed limit adjustment, safety zone distances (danger/warn thresholds), sensor enable/disable toggles, WiFi/network status display, system info (CPU temp, memory, disk). Read current values via ROS2 parameter services, write changes via set_parameters. Save/load config presets to localStorage. Standalone HTML/JS/CSS.
