Create a ROS2 node that reads Jetson Orin system stats (CPU usage per core, GPU usage, RAM used/total, disk usage, temperature) using tegrastats or /proc/stat+/sys/devices. Publish /saltybot/system_resources (custom SystemResources msg) at 1Hz. Include process count, top CPU process name, and swap usage. Include tests.
