Create Diagnostics.jsx component that subscribes to /diagnostics (diagnostic_msgs/DiagnosticArray). Display hardware status cards for each subsystem (motors, cameras, IMU, LIDAR, battery). Show error counts, warning history (last 50 events), and current alert level per subsystem. Include a timeline of recent diagnostic events. Color-coded health status (green/yellow/red). Add to MONITORING tab group.
