Austin PickettandCursor 9a3d1a0a0e fix(node): bump @types/node lockfile to 24.13.2 for npm ci
Refresh the workspace lockfile so npm ci succeeds during hermes update
after @types/node@24.13.2 was published for the ^24.12.0 range.
